It is a tool to cut away the nubs on the BOX switches.
ABS keycaps, particularly those manufactured by GMK, are prone to stress and breakage when fitted on BOX switches - Discussion here. This appers to be caused by the nubs present on the horizontal arm of the "cross" which are 1.30±0.02 mm thick - source. There is a general consensus on ~1.28 mm to be the ideal thickness of the X axis of the "cross" in order to get the best fit without causing damage to the keycaps.
The tool is forged by elf master blacksmiths from the finest elvish steel...ehm, one of the hardest steel available. It has been manifactured using tape cutting tech, which is .0125 mm precise. Tools built with same material are used to cut 1 mm steel sheets 10.000 times before blunting so it will stay sharp forever if used only on plastics.
Find the right orientation by gently placing the tool on the "cross", when you feel the energy flowing through it push it on the stem, slaying those evil nubs without mercy! Pull it off and you should now have the orizontal arm of the "cross" rectified to 1.28 mm.
